Legal enforcement of the intended educational standards for non-surgical cosmetic interventions in England is unlikely, as the Government rejected proposals in the Keogh review to introduce statutory regulation. Several alternatives for recognition of qualifications have been proposed but the strongest contender has created a new joint industry standards body, the Joint Council for Cosmetic Practitioners (JCCP).
Several London and Essex boroughs and Nottinghamshire have “jumped the gun” and introduced Level 4 certification for newly registering therapists, otherwise, the majority of London boroughs and most of the major insurance providers still require only NVQ Level 3 beauty certification before providing cover for laser and IPL use, providing the insured has completed a recognised ‘Core of Knowledge’ certificate course.
Regulation of Class 3B/4 lasers and intense pulsed lights (IPLs) is still enforced in Wales and Northern Ireland, but in England, outside London and Essex boroughs and Nottinghamshire, without legislation there is very little incentive for therapists and cosmetic laser/IPL practitioners to follow this new voluntary standard.
